He's publicly made the argument before that he's such a heinous patent troll because he wants patent reform and he figures that being obnoxious about it will encourage change faster. But yes. Not only that, but it gives the rich further power to dictate what happens in society. When they pay their fair taxes, its up to the government (and voters and other tax payers) to determine when, where, how, and why that revenue is spent. When the rich shirk their fiduciary responsibilities through tax loopholes and say "Nah, it's cool bro, charities and all" then they're determining what is and isn't worth supporting and a lot of those times, the work those charities need to do would be a lot less if the government stepped up more, and one of the best ways to empower the government to step to the plate is by financing it with tax revenue. Expecting charity from the wealthy rather than tax contribution is a guaranteed method to achieve underbudgeting and disappointment.
